BarCamp 1.5 to 1.7 Changes

After reviewing and making many edits here are the changes for BarCamp. Some of these will go into effect after the June event while others will not go into effect until January 2025. For the ones not going into in July players may make adjustments between now and then to accommodate for changes such as how all summoned and created constructs, elementals, undead, etc. that take turns will be handled going forward.
